I am not getting any sound or anything. I have been sitting here for fourty five minutes to see if it was another glitch where that one guy with us is talking.
  • As generally apolitical parties with no direct interest in the civil war of Skyrim, the Greybeards- or more specifically Arngier- are an ideal group to both moderate and host the truce meeting, so that you can ensure things remain civil.

Walkthrough[edit | edit source]

Truce

Should the Dragonborn not have sided with the Imperials or the Stormcloaks in the Civil War yet, Jarl Balgruuf the Greater will demand some form of temporary truce between the warring factions before agreeing to help capture a dragon using his Dragonsreach during The Fallen quest.

The conditions of the truce the Dragonborn negotiates during this quest have (far-reaching) implications for the political structure of Skyrim.

Talk to Arngeir[edit | edit source]

To get the two factions to talk to each other, it is suggested to get the Greybeards involved, since they are respected by both sides. Their human representative Arngeir at High Hrothgar will not be thrilled, but since their spiritual master Paarthurnax supports the Dragonborn, so will they. After, talk to Arngeir to begin the quest

Talk to General Tullius[edit | edit source]

Not yet having joined the Imperials, the dialogue will at first steer towards joining them, but persisting to talk to General Tullius will bring up the topic of the peace conference. Talk to Ulfric Stormcloak[edit | edit source]

Not yet having joined the Stormcloaks either, the dialogue will at first steer towards joining them, but persisting to talk to Ulfric Stormcloak will bring up the topic of the peace conference. Again the quickest way to convince him is to use Persuasion. He will then travel to High Hrothgar.

Talk to Arngeir[edit | edit source]

Return to High Hrothgar where Arngeir mentions that all is ready for the peace conference. Here the representatives of the Blades, Delphine and Esbern will ask to be part of the conference.

Before the conference begins, the Dragonborn has the opportunity to talk to all the attendees.

The Empire is represented by General Tullius, Jarl Balgruuf the Greater, Jarl Elisif the Fair, Legate Rikke and the first Emissary of the Thalmor Elenwen.

The Blades are represented by Delphine and Esbern.

Negotiate a truce[edit | edit source]

Both sides will present their case, and suggest what they should get out of the temporary truce. It depends on what side the Dragonborn has joined at this point in the game, or stayed neutral.

The goal is to balance the demands of both sides, e.g. a neutral Dragonborn may have let Elenwen stay at the conference table, so that the Stormcloaks demand Markarth (no choice) and this will need to be balanced e.g. against Riften for the Empire, but that will not be enough for the Stormcloaks so they also get Falkreath.

After balancing the demands (or running out of options), the conference will have succeeded, and the Jarl of Whiterun will agree to helping the Dragonborn in the continuation of The Fallen quest.

Notes[edit | edit source]

  • The choices of the Dragonborn obviously change who is in charge of the various holds in question, replacing the Jarls and their stewards for those of the new faction. It is interesting to visit the main cities and talk to the new Jarls, to see what they have to say.
  • Even though the faction in charge of the hold may change, also swapping out the guards, the citizens do not really take notice of this.

While the Jarl's help is conditional on your getting a truce, word has been spread throughout the whole of Skyrim that you are, in fact, the Dragonborn- so while people may not instantly recognize you as such, when you claim to be so, people will be inclined to listen to you and believe you. This is going to give your argument some weight, but you're going to need more than that for the sake of calling a truce. Above all, you need neutral ground, where both Tullius and Ulfric are willing to go without extreme suspicion of a trap. This makes your next goal requesting the help of the Greybeards.
As generally apolitical parties with no direct interest in the civil war of Skyrim, the Greybeards- or more specifically Arngier- are an ideal group to both moderate and host the truce meeting, so that you can ensure things remain civil. Some players will prefer that things remain fair as well, but leaning the peace talks or keeping them neutral is really up to you. While you can favor one side or the other in the conflict, it doesn't actually affect how they react to you, just what territories and advantages are held by which side- but we're not at that point yet.
Knowing that the Greybeards hold the only truly neutral territory, you need to head up the mountain to talk to Arngeir about this truce meeting you want to call. The Greybeard is considerably less than enthusiastic about the prospect: the Greybeards are meant to be wholly apolitical and a truce meeting is as likely to be political as dragons are to be big or the ocean is to be wet. However, as it is the only method you have of convincing Whiterun's Jarl to allow you use of the palace, he agrees- but you're the one who's going to have to convince General Tullius and Jarl Ulfric to actually meet with one another.
This is where things start to get a bit complicated again. You've already been to Solitude for the sake of earlier quests in the main quest line, and you've been to the gate of Windhelm thanks to your good friend Delphine, but if you've been fighting in the civil war already things can get dicey as far as reaching one or the other leader, particularly if you've been doing ‘extra-curricular' wartime activities such as attacking Stormcloak or Imperial guards (depending, again, on which side you're on). Still, the conversations themselves are simple enough once you get to the two men. If, however, you haven't joined either side, things get a bit sticky. If you have picked a side, move on to Part 16d, but if not, continue to Part 16c.
